BNPT, PNM strengthen collaboration to combat radicalism through economic empowerment

he National Counterterrorism Agency (BNPT) and state-owned ultra-microfinancing firm PT Permodalan Nasional Madani (PNM) have reinforced their strategic partnership to curb radicalism in Indonesia.

Through PNM’s economic empowerment and entrepreneurship programs, the two institutions aim to build community resilience, particularly among vulnerable groups.

BNPT Chief Insp. Gen. Eddy Hartono said the collaboration reflected the government’s tangible efforts to address social challenges.

“We are grateful for this partnership. By working with PNM, we can focus on prevention and deradicalization programs that center on economic empowerment. These initiatives aim to ensure that individuals in the deradicalization program can reintegrate into society, socially and economically,” Eddy said on Monday at PNM Tower in South Jakarta.

He also underlined that economic empowerment played a critical role in fostering social stability: “Through entrepreneurship, family welfare improves, which ultimately strengthens societal resistance against radical ideologies.”

PNM President Director Arief Mulyadi highlighted that the data provided by the BNPT ensured its programs would reach their intended targets.

“PNM currently operates in 6,165 districts across 452 regencies in 36 provinces. However, to enhance program effectiveness, we need the BNPT’s insights into conditions on the ground,” Arief said at the same event.

Since their collaboration began in 2021, PNM has provided financing to over 21.7 million housewives as program partners.

Arief stressed that economic empowerment was a vital element of strategies to prevent radicalism.

“By strengthening community economies, we indirectly build resilience against negative ideologies,” he said.

The BNPT-PNM collaboration recently entered a new phase that focuses on actionable fieldwork.

“Previously, our focus was on data and information exchange. Now, we are implementing concrete initiatives, such as the Resilient Village Program, which directly involve the community,” Arief revealed.

A key aspect of the collaboration is to support individuals formerly affiliated with radicalism to reintegrate into society.

Eddy highlighted the importance of attending to and supporting people who were previously exposed to radical ideologies.

“They are part of the nation and deserve a second chance. With skills and business capital, they can become productive individuals who contribute to their families and communities,” he said.

By implementing rehabilitation and reintegration programs, the government was realizing its commitment to ensure that these individuals were not isolated, Eddy added.

“We must not exclude them. Instead, they should be positioned as part of the community ecosystem.”

Many participants have successfully reintegrated into society and become involved in economic activities since the inception of the deradicalization program, and are now part of community empowerment groups supported by PNM.

Moving forward, the BNPT and PNM plan to expand their program's reach.

“We will focus on actionable field initiatives, targeting more regions and ensuring that all deradicalization partners have access to training and financing,” Eddy said.

Arief added that the program went beyond economic empowerment to realize stronger social cohesion.

“By improving [community] welfare, we also prevent the resurgence of radicalism. A strong economy is the foundation of social stability,” he said.

The BNPT-PNM initiative demonstrates that a collaborative approach between the government and financial institutions can provide comprehensive solutions to combat radicalism. By integrating economic empowerment into prevention programs, the BNPT and PNM reaffirm their commitment to building a safer, more prosperous Indonesia.
