BPIP reaffirms commitment to safeguard, strengthen development of Pancasila ideology

ince its beginnings as the Presidential Working Unit for the Implementation of Pancasila (UKP PIP), the Pancasila Ideology Development Agency (BPIP) has developed into a strategic institution tasked with strengthening Pancasila in the life of the community, nation and state.

"The development of Pancasila as an ideology must be in line with the ideals of the nation's founders to realize Indonesia Raya [Great Indonesia]. The BPIP has a strong commitment to maintaining and strengthening Pancasila," said BPIP head Yudian Wahyudi during the 2024 year-end reflection press conference in Jakarta on Dec. 19.

In the 2020-2024 period, the BPIP has carried out various strategic activities and breakthroughs in implementing the values of Pancasila across all aspects of life, including through collaboration and mutual cooperation with various parties, such as the younger generation, government institutions, the private sector and community organizations.

Yudian, the former rector of UIN (State Islamic University) Sunan Kalijaga Yogyakarta, noted that in accordance with the direction of national development policy, the BPIP has been mandated to harmonize and evaluate laws and regulations in an effort to institutionalize Pancasila values ​​among state administrators.

From 2019 to 2021, the BPIP has conducted studies on 180 regulations and laws, including government regulations, ministerial regulations, governor regulations and draft regional regulations. In addition, the BPIP also harmonized 55 regulations from 2022 to 2024.

"Additionally, the BPIP has provided recommendations for the results of the alignment and review of 104 draft regulations and laws that were in conflict with the values ​​of Pancasila," said Yudian.

Focus on education

According to Yudian, Pancasila education has not been included in the formal education curriculum since the Reformation era. Therefore, the BPIP has compiled the Main Textbook (BTU) for Pancasila Education together with the Elementary and Secondary Education Ministry and the Higher Education, Science and Technology Ministry.

"The BTU for Pancasila Education was developed with a holistic approach, combining 30 percent cognitive aspects and 70 percent affective aspects, [presenting a] relevant approach to the reality of today's children," he said, adding that he expects regional heads to cooperate in committing to use the BTU for Pancasila Education in educational units in their respective regions.

In addition to compiling the BTU for Pancasila Education, the BPIP has also prepared specialized Pancasila education teachers, known as Maheswara.

"A total of 449 Maheswara have participated in education and training for teachers, or training of trainers, and have been declared qualified to become Pancasila educators in both formal and informal education. The BPIP aims to strengthen the quality and quantity of Pancasila educators across Indonesia," he said.

In addition, the recruitment and selection process for the Paskibraka (national flag raising troops) is transparent and measurable by utilizing digital technology, and can be accessed and viewed by the entire community.

"Since 2022, no less than 153,000 students have registered from all over Indonesia through the Paskibraka Transparency app. Of the thousands of students, 76 of the best students were selected as the Paskibraka," he said.

Aside from being on duty at the commemoration of Indonesia's Independence Day, the Paskibraka are encouraged to become future leaders. The BPIP is coaching and developing future leaders with Pancasila character, excellence and competitiveness through the Pancasila Ideology Development Training program.

"The coaching is not only at the central level, but has been carried out for Paskibraka along with their alumni throughout Indonesia who are gathered in the Pancasila National Flag Raising Troop Alumni Ambassadors (DPPI)," Yudian said.

Institutionalizing values

The BPIP's success has also been in measuring the Pancasila actualization index (IAP) in various regions. The IAP serves as a reference in determining strategic programs for ministries and provincial and regional governments so that they focus on the appropriate targets and have an impact on society.

"The BPIP responds to social issues such as online gambling, sexual violence, corruption, conflicts of interest, ecological/environmental damage, policies that are not in favor of the people, democratic ethics and legal practices, as well as economic sovereignty," Yudian explained.

Additionally, the BPIP highlights inspiring individuals who practice Pancasila values ​​in society and who participate in activities that have a positive impact on the progress of the nation and state as ikon prestasi Pancasila (Pancasila achievement icons) and insan Pancasila (Pancasila people).

The role of social media is also very important in socializing and internalizing Pancasila values ​​for the younger generation in an increasingly digital era. To that end, the BPIP is nominating young content creators with the title "Pancasila saka adikara", and for students, "Pancasila saka adisiswa".

Intended to strengthen the Pancasila ideology through social media, the program aims to showcase the multitude of content containing Pancasila values as uploaded by Gen Z creators.

"The engagement and interaction in strengthening Pancasila has reached millions of activities on social media [platforms, such as] Instagram, Tiktok, X and Youtube," Yudian said proudly, adding that the BPIP has also received a number of awards and assessments, including public information disclosure with a score of 91.4 in the category of "informative public agency".

Out of 118 ministries and institutions, the BPIP is included in 17 which have received the status of "very good" in the implementation of the merit system. In its bureaucratic reform index, especially in the implementation of norms, standards, procedures and management criteria for the state civil apparatus (ASN), the BPIP received a value of 80.55 with the status of "good".

The BPIP’s public service index received the status of "good", while its archival supervision index, with a score of A or "satisfactory", has improved significantly from the previous year. Moreover, it received a score of 99.08 in the national development planning index, earning a "very good" status.

Overall, the BPIP’s electronic-based government system (SPBE) index in 2024 is projected to increase to 4.14 from the previous year's 3.11. Its legal documentation and information network (JDIH) obtained a score of 95 in the highest distinction category of eka acalapati (one of a kind).

Since its establishment in 2018, the BPIP has received an unqualified opinion (WTP), the best audit grade, for six consecutive years in its financial reports audit by the Supreme Audit Agency (BPK).

"The BPIP also has a policy direction for fostering the Pancasila ideology as stated in BPIP Regulation No. 4/2024. It contains the Pancasila ideology development roadmap as a guideline for every policy, program and activity for fostering Pancasila ideology by high state institutions, ministries, regional governments, socio-political organizations and other components of society. Therefore, strengthening the BPIP as an institution is imperative in order to strengthen Pancasila ideology and achieve the President of Indonesia’s vision and mission.

"We [the BPIP] are also intensively disseminating information on the invalidity of Temporary People’s Consultative Assembly Decree (Tap MPRS) No. XXXIII/1967, which was followed up with the restoration of president Soekarno's good name, including in writing the history of this nation," Yudian said.

“In order to strengthen the existence of the BPIP as an institution, the proposed BPIP Bill has been included in the 2025 Prolegnas (National Legislation Program). In addition, accelerating the discussion of the bill must be done in order to maintain the existence and integrity of Pancasila ideology in the context of the [current] developments and challenges faced by Indonesia as a country with the motto Bhineka Tunggal Ika [Unity in Diversity]," he concluded.
