eputy Housing Minister Fahri Hamzah has said the government’s flagship 3 million homes program is unlikely to see substantial implementation this year due to bureaucratic timelines and budget constraints.

“If it’s a tender process, I don’t think it will be implemented [for this year], because it’s already August, soon it’ll be September,” Fahri told reporters at the Office of the Coordinating Infrastructure Minister on Wednesday.

Currently, subsidized housing distribution, primarily through the government’s housing loan liquidity facility (FLPP), is funded by the Finance Ministry and managed by the Public Housing Savings Management Agency (BP Tapera), as opposed to the Public Housing and Settlements Ministry.

Fahri admitted that the program’s key performance indicators had yet to be met.

“[The number of] renovations is still zero, area planning is still zero and PSU [Public Utilities Infrastructure and Facilities] is still zero,” he said. He added that the remaining months of 2025 did not allow enough time for tendering and construction using the state budget.
