JAKARTA: The winners of a Transportation Ministry tender to procure 20 patrol vessels last year were declared before the Rp 120 billion (US$10.7 million) project was offered in a public tender, two officials said Thursday.
In their testimony at the Corruption Court, Didik Suhartono, who was in charge of the procurement project, and his then secretary Karto said the five winners had been named at the request of Tansean Parlindungan Malau, who was then the head of operations, equipment and infrastructure at the ministry.
Didik and Karto admitted they received Rp 25 million and Rp 20 million each from Tansean as an "operational fund", but added that they had played no part in naming the winning contractors.
"We followed the procedures in accordance with the regulations, but the winners had been named in advance," Didik said during the corruption trial.
House of Representatives member Bulyan Royan is standing trial for allegedly accepting bribes from a businessman to help him win the tender. - JP
