Slowly but surely, land acquisition for canal settled

The city administration is finalizing the acquisition of land belonging to private companies and the Army needed for the East Flood Canal project, an official said Wednesday

he city administration is finalizing the acquisition of land belonging to private companies and the Army needed for the East Flood Canal project, an official said Wednesday.

City Secretary Muhayat said the administration had discussed the acquisition, as well as any compensations land owners would be entitled to, with the Development and Financial Comptroller Agency (BPKP).

"As recommended by the BPKP, there are plots of land that we should compensate, and there are others that we should not," Muhayat told reporters at City Hall after meeting with BPKP officials.

The acquisition of plots belonging to PT Mas Naga Raya, PT Bhumyamca, PT Alpha Austenite and the Army's Legal Agency, all of which are located in East Jakarta, was discussed in the meeting.

According to data from the administration, PT Mas Naga Raya owns 16 plots of land covering a total area of 26,250 square meters in Pondok Kopi. PT Bhumyamca owns a total are of 7,000 square meters in Pondok Kelapa. PT Alpha Austenite owns 870 square meters in Pulo Gebang. The Army's Legal Agency owns 23 plots, totalling 6,852 square meters, in Cipinang Muara.

Among the plots that the administration will not compensate are those belonging to Mas Naga Raya, Muhayat said, adding that the administration and the BPKP still have to calculate how much compensation will be given for the other plots.

He said the administration faced problems concerning the certification of the Army's land. "According to the BPKP, there are legal flaws in the land certification, so we will ask the court to recalculate the value of the property."

Muhayat said that land belonging to Alpha Austenite had been occupied by the Rahmatusyifa Foundation, who built a school on the property. "We will only compensate only for the building, not for the land, because the land is considered to belong to the public."

He said compensation would be calculated by the Jakarta Housing Agency. However, he did not elaborate on the total amount of land affected by the project.

Compensation is not paid for public property.

The East Flood Canal will be built through 13 subdistricts in East and North Jakarta: Cipinang Besar Selatan, Cipinang Muara, Pondok Bambu, Duren Sawit, Pondok Kelapa, Malaka Sari, Malaka Jaya, Pondok Kopi, Pulo Gebang, Ujung Menteng, Cakung Timur, Rorotan and Marunda. The canal will channel water from six major rivers in the city: Cipinang, Sunter, Buaran, Jatikramat, Cakung and Blencong.

It is expected to control overflow from the rivers and it is hoped it will reduce flooding across 270-square-kilometers in eastern and northern Jakarta.

Although the administration has yet to settle all compensation, Muhayat ensured that it would not delay the completion of the project.

"The project remains ongoing, including in the plots that we have not recompensed. There will be no delay."
