Thirty residents in East Jakarta faced misdemeanor trials in the East Jakarta District Court on Monday for littering. Each of them was ordered to pay a fine of Rp 32,000 (US$2.50).

Littering in Indonesia and some other countries is a way of life. Sure if you need extra revenue catch a few people or companies then make a big spectacle to justify what you do and increase the fines.

It is never too late to do the right thing. But prevention and education play a key role as well.
In my neighborhood people still burn their plastic trash thinking they are addressing the problem properly!
More religious involvement for the protection of mother earth in very pious Indonesia could also help (rather than focusing on outdated moral issues).
We had the same problems in Western countries just a few decades ago. It does take time and commitment to change mentalities.
