New OSS business licensing platform delayed by month

he government is planning to postpone the launch of an online platform that aims to make it easier for investors to submit documents and secure licenses.
Investment Minister Bahlil Lahadalia said Friday that the government was planning to delay the launch of the online single submission (OSS) platform, initially scheduled to go live on June 2, into July.
The platform aims to streamline licensing procedures and, together with the recently passed Job Creation Law, spur investment in the country.
As a centralized, integrated platform, it supports the government’s move to claw back business licensing authority from regional administrations, both for big and small businesses.
“Since there is one thing we have to clear for the OSS to run smoothly, we have to delay it,” Bahlil said in an online event. “We just had a coordination meeting with regional leaders, the foreign minister [and] the coordinating economic minister. Give us time. We keep testing it so that there are no incomplete regulations when we implement it.”

The updated OSS is based on the Job Creation Law, an omnibus law that revised 79 prevailing laws, to simplify the process to establish a business in the country, including by implementing a risk-based assessment for issuing permits and facilitating small businesses in obtaining their business registration numbers (NIB).
Integrated with the Finance Ministry’s Directorate General of Taxation’s system, the platform is also meant to facilitate the issuance of tax identification numbers (NPWP) for small business owners who have yet to register.
