Nusantara development progress: Coordinating Ministry analyzes Smart City concept

he government's commitment to developing the new capital Nusantara is an effort to shift development orientation to become Indonesia-centric and accelerate the national economic transformation. The relocation policy of Nusantara has been mandated in the RPJMN 2020-2024 as part of the priority for the development of urban areas in Indonesia. The capital city development is directed outside of Java to achieve spatial and economic balance, serving as a stimulus for equalizing national economic growth.

As one of the first government agencies moving to Nusantara, the Coordinating Ministry for Economic Affairs conducted a Dissemination of Nusantara Development Achievements event in Balikpapan on Saturday. The activity aimed to serve as a discussion forum on the latest progress of Nusantara development and a deeper discussion on the Smart City concept used in building Nusantara.

"This aligns with the government's policy, Law No. 3/2022. We will gradually move to Nusantara together. Although the development is still phased, with a long-term plan until 2045, the initial phase is under way. In this forum, we can listen together to the latest progress in Nusantara’s development directly from the Public Works and Housing Ministry and the Nusantara Capital City [IKN] Authority," said secretary of the Coordinating Ministry for Economic Affairs Susiwijono Moegiarso.

Director of Systems and Strategy for Settlement Infrastructure at the Public Works and Housing Ministry Pandu Gunadi Atmosukarto, who was also present, explained that based on Presidential Regulation No. 63/2022 on the detailed master plan of Nusantara, the stages of moving civil servants to Nusantara are in Stage I (Nusantara Development 2022-2024) and Stage II (Nusantara Development 2025-2029). In more detail, Stage I focuses on the construction of government offices and housing for civil servants and the military/police, along with all environmental infrastructure, public facilities and social facilities. The relocation of civil servants and the military/police begins in Stage I and continues in Stage II, where the process is expected to be completed within that period.

Furthermore, Deputy for Financing and Investment at the IKN Authority Agung Wicaksono explained that there are 12 fundamental sectors identified for project development in Nusantara, namely renewable energy, telecommunication networks, transportation, housing, water treatment, waste management, technology infrastructure, commercial infrastructure, medical facilities, social and public facilities, education facilities and a green industrial zone. For the development of Nusantara projects, there are six potential financing schemes in the State Budget (APBN), as well as from the private sector.

Agung further explained the realization of projects, including the sectors of renewable energy, green transportation and education. The realization of the renewable energy project includes the establishment of a 50 MW solar power plant by state-owned electricity utility PLN and other potential investors. Additionally, there is progress in the green transportation project with the provision of electric bus rapid transportation by Bluebird and other transportation investors. Domestic and international investors are also involved in the development of the education sector in Nusantara.

The development of Nusantara also prioritizes the use of technology based on community needs, potential impacts on KPI achievement, technology feasibility and costs. Nusantara investors aim to realize inclusive and sustainable economic development in Indonesia through various aspects.

After conducting the Nusantara achievement dissemination forum, the Coordinating Ministry for Economic Affairs, accompanied by the IKN Authority, conducted an inspection of the progress of the ministry coordinator's office area, consisting of four work areas. The delegation not only visited the coordinating ministry's area but also toured Point Zero, the West Axis with a view of the new state palace and government offices, and then continued with a visit to the technology house.

"As the optimism always echoed by the President and the coordinating minister, in essence, we are preparing everything, and there's no need to worry about new things," concluded Susiwijono.

The Nusantara development achievement dissemination and the visit to Nusantara were attended by echelon I and II officials from the Coordinating Ministry for Economic Affairs, accompanied by the IKN Authority.
