The newly signed publisher rights regulation tasks a committee with facilitating partnerships between digital platforms, such as Google and Meta, and the press.
he Indonesian Press Council has established a selection team for choosing members of a committee that will oversee the implementation of the recently passed publisher rights regulation.
The committee is tasked with facilitating partnerships between digital platforms, such as Google and Meta, and the press. According to the rule, partnerships can take the form of paid licensing, revenue sharing or data sharing, among other arrangements.
In addition to establishing deals with media firms, the regulation also requires tech platforms to prioritize news content produced by verified media outlets, contribute to journalist training programs and curb the spread of fake news in the country.
President Joko “Jokowi” Widodo signed the regulation on Feb. 20, coinciding with National Press Day, after months of delays resulting from stalled negotiations between publishers and digital platforms. However, the rule will only come into force in August.
The committee will consist of a maximum of 11 members, with five coming from the Press Council’s constituents who do not represent any media companies. Another five will be independent experts chosen by the Coordinating Political, Legal and Security Affairs Minister, and one member will come from the Communications and Information Ministry.
Press Council chairperson Ninik Rahayu said the selection team would require more than that number of candidates to be picked in a process that would take three months.
“For example, as we need five members from the Coordinating Political, Legal and Security Affairs Ministry, the team will ask for 10 candidates to be chosen by the selection team," Ninik said at a press briefing on Tuesday, as quoted by Kompas. "They need to have qualifications based on a framework that has been prepared by the Press Council,”
