o enhance the efficiency and effectiveness of the release of imported goods by rush handling and overcome several hurdles in previous rules, the government has harmonized the regulations as part of a commitment to providing legal certainty.
Rush handling is the customs service provided for certain imported goods that are time-sensitive and need to be quickly released from the customs area.
Encep Dudi Ginanjar, head of the Public Relations and Counselling Subdirectorate, said, “Several rules have been added in Finance Ministry Regulation No. 26/2024, including the category of rush handling goods; the adjustment of administrative sanctions to the Customs Law; the form, the number and mechanism of the return of collateral; the risk management scheme of physical goods inspection; and the rule regarding the partial release of goods. In the category of rush handling, there are an additional 3 goods, from 10 to 13 goods.”
Encep said the rush handling service would make the import process much easier.
“The procedure for the release of imported goods by the rush handling mechanism starts with importers with complete documents applying for the service, then the inspection is conducted regarding the ruling concerning prohibited and restricted goods through the Indonesia National Single Window (INSW)/service computer system (SKP)/Customs Office and the determination of goods category through the SKP. On the application for the rush handling service, the importer concerned is required to submit collateral to head of the Customs Office or an appointed customs official, after which a rush handling registration number is issued. Then the documents are checked and physical inspection is conducted selectively based on the risk management and after which a Customs Import Approval [is provided],” he said.
Customs Import Approvals for the 13 kinds of goods are issued within two hours after the application letter with complete documentation is received. Meanwhile, especially for goods that require a license from the head of the Customs Office or an appointed customs official, five hours after the application letter is received at the latest.
The 13 imported goods eligible for rush handling service include human bodies and ashes, human organs, articles that could potentially cause damage to the environment, living animas, living plants, time-sensitive newspapers and magazines, documents (letters), bank notes, vaccines or drugs for human beings that are time sensitive or require special handling, fresh cut plants, fresh or cold fish or fish meat, meat beyond fish meat in a fresh or cold condition and other articles that have obtained a license from the head of Customs Office or an appointed customs official.
The government, through the Finance Ministry, has revised the regulation concerning rush handling of certain imported goods that, because of their characteristics, need to be released from customs immediately.
The revised regulation is set out in Finance Ministry Regulation No. 26/2024 concerning amendments to Finance Ministry Regulation No. PMK-74/PMK.04/2021 concerning the release of goods for use by rush handing, which has been effective since May 24 of this year.
