ede Dharma Putra, a specialist on environmental issues, said despite a number of big producers having fulfilled their Extended Producer Responsibility (EPR) by taking and recycling their packaging waste, many are still stubborn or ignore the obligation.
Therefore, Gede Dharma urged the regional administrations to put pressure on more producers to care about waste and manage it properly so as to comply with the Law on Environment No. 18/ 2008 and Environment and Forestry Ministerial Regulation No.P.75/2019 on Roadmap of Waste Reduction by Producers.
“Regional administrations should be able to communicate with producers related to the management of their packaging waste. The regional administrations can approach the producers through the regional administrations’ associations,” he said.
Gede Dharma Putra shared his view in a media gathering organized by Yayasan Tri Hita Karana, at Hotel Inna Bali Heritage, in Denpasar, Bali, on March 15.
Meanwhile, a functional official at the Badung regency’s Environment and Cleanliness Office Nengah Sukarta said the local administration continued to encourage producers to manage their packaging waste.
According to him, several producers had implemented the EPR. He cited Danone as an example. The company had played an active role in managing the waste in its area, he said.
Sukarta revealed Badung regency produced 383 tonnes of waste per day, of which about 101.3 were treated, and the remainder was sent to the final disposal site (TPA).
In the media gathering, Yayasan Tri Hita Karana announced the result of the audit on the plastic bottle packaging waste, a collaborative work with an independent team.
The audit result shows plastic bottles, Polyethylene Terephthalate (PET), belonging to Danone, Mayora and Coca-Cola, were in the top three positions in terms of the packaging waste collected by Bali PET Collection Center and Integrated Waste Treatment Site (TPST) in Samtaku, Jimbaran.
The brand audit was conducted in Bali PET Collection Center Denpasar, Bali PET Collection Center Klungkung and TPST in Samtaku, Jimbaran, from Oct. 17- 25, 2022.
In the presentation, researcher Hartopo stated with regard to TPST Jimbaran, all of the bottle packaging is sorted based on type and brand prior to being counted. This is possible due to the small amount of bottle packaging. However, because bottle packaging amounted to up to 5 tonnes of waste per day at Bali PET Collection Center Denpasar and Klungkung, a sample of 400 kilograms and 100 kg respectively were taken for the audit.
The result shows Bali PET Collection Center Denpasar Danone, Mayora and Coca-Cola were in the top three positions, with 62.269 bottles (58 percent), 9.918 bottles (9 percent) and 7.890 bottles (7 percent) respectively. The other top 10 brands were Sariguna Primarirta (4 percent) Amarta Indah Otsuka (3 percent), Sinar Sosro (3 percent), Wings (2 percent), Djoyonegoro (2 percent), Santos Jaya Abadi (1 percent) and Orang Tua (1 percent).
Meanwhile, at the Bali PET Collection Center Klungkung, the top three positions were claimed by Danone, Mayora and Coca Cola with 20.489 bottles (56 percent), 3.519 bottles (10 percent) and 2.896 (8 percent). The remaining top 10 brands were Sariguna Primatirta (4 percent), Sinar Sosro (3 percent), Amarta Indah Otsuka (2 percent), Bali Agung Water (2 percent), Wings (2 percent), Nestle (2 percent) and Oasis Water International (1 percent).
At TPST Samtaku Jimbaran, the top three positions in terms of PET plastic bottle packaging were, again, Danone, Mayora and Coca Cola, with 8.448 bottles (46 percent), 2.221 bottles (12 percent) and 1.926 bottles (10 percent).
With PET bottles from Danone products leading in three locations of the brand, the audit can draw conclusions about the general picture of the management of the PET bottle packaging waste in Bali, because Bali PET Collection Center is the largest collector and treatment of PET in Bali, which has a network of collectors and scavengers spread in remote areas in Bali. TPST Samtaku Jimbaran, where the brand audit is still in progress, is the waste treatment site in Bali.
Yasayan Tri Hita Karana chairman, Wisnu Wardana, said the founding of PET bottles in TPST Samtaku Jimbaran was good news, as it showed PET waste that had not been picked up by scavengers or sent to a Waste Bank and TPS 3 R (reduce, reuse and recycle) could still be managed.
