Environment ministry inaugurates RKKIK to lead climate action

P

resident Joko Widodo launched last month the Indonesia Carbon Exchange (IDXCarbon) on the Indonesia Stock Exchange, and on Oct. 24, Environment and Forestry Minister Siti Nurbaya inaugurated the Climate and Carbon Collaboration and Consultation House (RKKIK) at the Manggala Wanabhakti building in Jakarta, to increase public interest in carbon trading to support the country in achieving its Nationally Determined Contribution (NDC) targets.

The RKKIK was launched to offer consultation services not only on carbon pricing (NEK), but also for all activities related to achieving the NDC targets.

The RKKIK is the result of a collaboration between the United Nations Development Programme (UNDP) and the environment ministry through the Indonesia-UNDP Climate Promise program. With funding from the Japanese government, the project started in March 2022 and aims to support the achievement of Indonesia’s NDC targets.

Speaking at the launch event, minister Siti said the RKKIK was expected to improve the integrity of the carbon market as regards Indonesia’s NDC and carbon pricing so it would have a positive impact in managing climate change in the country.

"It is hoped that the NEK can be implemented as a mechanism to make climate change mitigation and adaptation actions more effective, efficient, inclusive, transparent, accountable and fair," said Siti.

While it has large potential, implementing the NEK in Indonesia still faces a number of challenges, including a need for collaboration from all parties as well as the need to prepare derivative regulations and create a more detailed implementation road map.

To answer these challenges, it is important to establish an organization that aims to offer services for collaborating and consulting on all activities related to the implementation of the NDC and NEK.

During the RKKIK’s inauguration, the environment ministry held other activities, including the launch of the Greenhouse Gases Emissions Reduction Certificate (SPE). The SPE serves as proof of emissions reduction, certifying that a business and/or activity has undergone the measurement, reporting and verification processes, is recorded under Climate Change Control in the National Registry System (SRN), and has been issued a registration number and/or code.

To demonstrate that the RKKIK, as an independent institution, is running a mechanism competent in verifying and validating accountable GHG emissions reduction, it has been issued the GHG Verified/Validated Institution (LVV) certificate from the National Standardization Agency (BSN) and the National Accreditation Committee (KAN).

The RKKIK has four service areas: the NDC Climate Change Mitigation sector, the NEK sector, the Climate Change Control National Registration System (SRN PPI) sector and the NDC Adaptation sector.

To seek consultation with the RKKIK, people should first review the information provided on its website (karbon.ditjenppi.org), particularly on the NDC and the NEK, as well as the FAQs. Direct consultations can also be had at the RKKIK’s offices at the Manggala Wanabhakti building, Block IV, Floor 2, Jl. Gatot Subroto Senayan, Jakarta.
