BPJS Kesehatan recognized as best practice of world social security

ndonesia’s national healthcare and social security digital ecosystem, which is managed by BPJS Kesehatan (Healthcare and Social Security Agency), has been recognized for its best practices in social security management. This was revealed during the opening ceremony of the 17th International Conference on Information and Communications Technology in Social Security (ICT 2024) held by the International Social Security Association (ISSA) and BPJS Kesehatan in Nusa Dua, Bali, on Wednesday.

“When we decided on where to hold this ICT conference, why did we decide on Indonesia? Because Indonesia has moved forward. They [Indonesia] have transformed in terms of ICT and in terms of delivering social security. This is very important because as one of developing countries and also, I mean moving into providing universal coverage looking at equality of coverage and social security, Indonesia has transformed. And I think one of the leaders in ICT service delivery,” ISSA President Mohammed Azman emphasized.

Azman said that ICT service delivery was very important in terms of social security, coverage and service delivery. He said that ISSA was very impressed with how BPJS Kesehatan managed to cover about 96 percent of the total expenses of those covered by social security.

“Number two, in terms of efficiency. I mean, there's about 1 million transactions a day which this is something that we can learn and also can share with all other 72 countries that are present here today. And number three, you've managed to reduce the service delivery to about 30 minutes. So all this is what we need in social security service delivery,” Asman added.

The 17th ISSA International Conference on Information and Communications Technology in Social Security (ICT 2024) is held until March 8, 2024, and attended by 300 participants from 72 countries. The themes for this year’s conference are “data-driven transformation for a smart, resilient and inclusive social security”.

ISSA is the world’s leading international organization for social security institutions, government departments and agencies. Established in 1927 under the auspices of the International Labor Organization (ILO), ISSA now has approximately 350 member institutions from approximately 160 countries. ISSA members come from several continents and regions, including Africa, the Americas, Asia and the Pacific and Europe. The ICT conference is a triennial global gathering organized by ISSA and attended by ISSA members from various countries.

BPJS Kesehatan President Director Ghufron Mukti said that many countries have studied how Indonesia manages social security programs, especially health insurance, with the largest membership coverage in the world. During the conference, BPJS Kesehatan will also share experiences in applying information technology for health insurance in Indonesia.

"Since the JKN program was implemented, we are committed to continuing to innovate, developing the latest solutions to provide easier, faster and more equal services to JKN participants which cannot be separated from the role of information technology,"Ghufron Mukti emphasized.

BPJS Kesehatan is currently connected to more than 23,000 health facilities in the first level and 3000 health facilities in the advanced level throughout Indonesia. In this ecosystem, health service data is easily connected. In the current banking ecosystem, more than 950,000 payment channels and as many as 15 ministries and institutions have been connected with more than 100 million data flows or transactions per day.

"ICT support as an enabler, driver and accelerator of the JKN Program in Indonesia to increase program effectiveness and service quality. With the wide coverage of JKN services, as well as the high number of transactions, speed and accuracy are needed in implementing the program. Therefore, the use of ICT and digital transformation is absolutely necessary," said Ghufron.

During the conference, BPJS Kesehatan will also share experiences on managing national data infrastructure for the JKN Program, which will be presented by the Director of Compliance and Inter-Agency Relations of BPJS Kesehatan, Mundiharno. Apart from that, BPJS Kesehatan Technology and Information Director Edwin Aristiawan will share his long and comprehensive experience. BPJS Kesehatan will also share experiences related to the use of Artificial Intelligence (AI), which is one of the game changers in implementing the JKN Program. Director of Health Service Assurance Lily Kresnowati will discuss how AI can be utilized in efforts to detect fraudulent data in health facilities.

Ultimately, the use of ICT also aims to provide various services to participants. BPJS Health Membership Director David Bangun will also share experiences on how to use ICT to achieve BPJS Health membership coverage, information management, complaints and administrative services. Apart from sharing experiences, BPJS Health also showcased a series of innovations that are now embedded in its systems. Starting from using the Mobile JKN application, the I-Care JKN feature or health service history, administration services via WhatsApp (PANDAWA) and a medication monitoring application for tuberculosis sufferers which is currently being tested.
