Collaborating to develop villages via PSM SAKTI village-owned enterprises

Collaborating to develop villages via PSM SAKTI village-owned enterprises

“Collaboration in Developing Villages” was the tagline for the launch and national seminar titled "Collaboration of PSM SAKTI Village-Owned Enterprises for Village Economic Empowerment" and "Collaborative Assistance: Accelerating the Realization of Independent Villages" held on Sept. 25. The event was a form of synergy in implementing a project carried out by the head of the training center for ASN employees at the Villages, Disadvantaged Regions and Transmigration Ministry Dr. Drs. Mulyadin Malik, M.Si, and the head of the Center for Village Community Empowerment in Disadvantaged Regions and Transmigration, Mr. Nursaid, S.Sos, who are participating in Level I National Leadership Training (PKN I) at the National Institute of Public Administration (LAN RI).

The event consisted of two main activities: a national seminar and the official launch of the collaboration. The first event, the national seminar, took place at Big Land Hotel and Convention, Sentul, and featured several expert speakers in their respective fields.

The first speaker, Dr. Agus Sudrajat, S.Sos, M.A., deputy for research and innovation in public administration at the National Institute of Public Administration (LAN RI), presented on "Solid, Adaptive, Collaborative, Leading, Innovative (SAKTI) Village-Owned Enterprises (BUM Desa) for Village Economic Empowerment". In his presentation, Mr. Agus highlighted the urgency of developing the competencies of government officials, specifically those in the Functional Role of Community Empowerment Officer (JF PSM), in supporting community empowerment.

The second speaker, Penglisir Puri Singaraja Buleleng Bali Dr. (H.C.) Anak Agung Ngurah Ugrasena, S.Sos., M.Si, presented on "The Role of PSM SAKTI Village-Owned Enterprises in Community Empowerment in Bali". He shared his experience in assisting advanced village-owned enterprises in Bali province, where 216 such enterprises have an annual turnover of over Rp 1 billion (43.46 percent of the total village-owned enterprises in Bali).

The third speaker, Dr. Sutoro Eko Yunanto, M.Si, rector of the Village Community Development School "APMD", presented on "The Urgency of Collaborative Village Assistance between the Government and Civil Society". The final speaker, Mr. Chandra Bagus, division head of the BNI Business Program, discussed "BNI's Role in Upgrading BUM Desa". The event was moderated by Drs. Hasman Ma'ani, M.Si, a senior PSM at the villages ministry.

The second activity was the launch of the “Collaboration of PSM SAKTI Village-Owned Enterprises for Village Economic Empowerment and Collaborative Assistance: Accelerating the Realization of Independent Villages”. This event was attended by villages minister Prof. (H.C) Dr. (H.C) Abdul Halim Iskandar, M.Pd. The launch took place in Cijayanti village, Babakan Madang, Bogor regency.

At the event, the National Integrated Team (TIMNASPADU) was inaugurated, and the Action Plan for the Development of Competencies for the Functional Role of Community Empowerment Officers (JF PSM) was signed, based on Villages, Disadvantaged Regions and Transmigration Ministry Decree No. 495/2024. The action plan is a commitment from the relevant institutions to develop JF PSM competencies.

The event was attended by 529 participants from various sectors, including representatives from ministries/agencies, JF PSM, Widyaiswara from the villages ministry, professional assistants, agricultural instructors, PKH assistants, tourism group partners, family planning instructors and TEKAD program facilitators. The event, conducted in a hybrid format via Zoom, was also live-streamed on the Village Academy YouTube channel.

As part of TIMNASPADU's action plan, an international seminar titled "International Policy Communication Regarding the Urgency of Community Empowerment (PSM) in Border Areas in Combating Drug Abuse Through Village Economic Empowerment" was held. This event was a collaboration with the United Nations Office on Drugs and Crime (UNODC), the National Narcotics Agency (BNN) and the Institute of Public Administration (IPDN) on Sept. 26 via Zoom.

The seminar was moderated by Mr. Yudi Jiwo Nugroho, S.T.P, a Junior PSM at the villages ministry. It was attended by PSM, professional assistants, civil servants and the general public. Mr. Nabiel A. Karim Hayaze of UNODC discussed strategic steps the UN had taken to combat drug abuse in border areas. Mr. Drs. Yuki Rachmat, M.Si, from BNN, explained the role of PSM in combating the growing drug trade through village-owned enterprise empowerment. Mr. Sutiyo, SSTP, M.Si, Ph.D. from IPDN discussed how the government could collaborate to fight drugs in border areas.

This collaboration of PSM SAKTI BUM Desa, initiated by Dr. Drs. Mulyadin Malik, M.Si, CIGS, should be appreciated as an innovation in developing collaborative leadership. Collaborative leadership emphasizes receiving input and ideas from all stakeholders in decision-making.

This collaboration is expected to bring direct benefits to the community, particularly in the area of village economic empowerment, as well as to village-owned enterprises and JF PSM, by increasing their performance and productivity in their respective regions. This should ultimately lead to improved village economies managed through village-owned enterprises.
