OECD Accession Portal is important opportunity for bureaucratic reform

he government continues to move quickly in its efforts for the country to become a full member of the Organisation for Economic Co-operation and Development (OECD). In preparing for this membership, the government has launched the OECD Accession Portal as a platform that will be used by the OECD national team.

Coordinating Economic Affairs Minister Airlangga Hartarto has said that the national team, which consists of 64 ministries and institutions divided into 26 committees, will use the portal to coordinate with one another regarding the targets of each sector. The national team will also prepare an initial memorandum, which is a description of Indonesian policies compared to OECD instruments.

"The OECD Accession Portal is a digital system that will monitor Indonesia's accession process as a full member of the OECD. This must be carried out with full diplomacy because Indonesia must be accepted by consensus," Airlangga said on Thursday.

The OECD Accession Portal was launched by Airlangga, along with Finance Minister Sri Mulyani Indrawati, Administrative and Bureaucratic Reform Minister Abdullah Azwar Anas, Deputy Foreign Affairs Minister Pahala Mansury and deputy chairman of the Corruption Eradication Commission (KPK) Nurul Ghufron. The digital platform is an effort to accelerate the transparency of the work process and speed up accession time, which takes up to three years.

Airlangga has said Indonesia is the first ASEAN country to register as a full member of the OECD and has been accepted for the accession process.

"We hope that we can continue to maintain this initial accession process with the spirit of strengthening the national economy so that Indonesia has standards that are equivalent to other OECD member countries," he said.

Finance Minister Sri Mulyani, who serves as the deputy chair of the OECD national team, said that Indonesia's accession process to become an OECD member was done for the sake of structural improvements to various OECD instruments, which are related to all ministries and institutions. The substance of these instruments crosses agencies, so it was of the utmost importance to have a sense of ownership in the accession process.

"We are doing this to build our own country and also to meet the requirements to become an OECD member. This in turn will be beneficial and Indonesia can become an OECD member; that is the final result we will obtain," she said.

During the occasion, Administrative and Bureaucratic Reform Minister Anas said Indonesia's process to become an OECD member country was an extraordinary opportunity, and the government will carry out in-depth reforms to align indicators and policies with OECD instruments.

"This is an extraordinary opportunity, because if Indonesia passes to become an OECD member country, Indonesia will be on par with other developed countries. In doing this, total football diplomacy and ownership are needed because this accession process is not easy," he continued.

Anas explained that the Administrative and Bureaucratic Reform Ministry was currently developing a world class bureaucracy (WCB) instrument that will identify gaps in the Indonesian government with international standards, including OECD standards. This instrument will also function as a driver in fulfilling the conditions that must be followed up to support Indonesia's accession to become an OECD member.

The Administrative and Bureaucratic Reform Ministry, as the Party in Charge of Public Governance in the OECD National Team, has carried out several things including sharing tasks with other ministries and institutions to prepare an initial memorandum in the field of public governance and mapping the relationship between OECD legal instruments and the Grand Design of National Bureaucratic Reform (GDRBN).

In addition, the Administrative and Bureaucratic Reform Ministry actively participates in OECD activities and is involved in surveys conducted by the OECD in the hope of supporting the alignment of policies and practices in the field of public governance in accordance with OECD standards.

"This accession encourages our commitment so that our indicators are in line with developed countries, and as it turns out, it’s not easy fulfilling this. This process demands the commitment of the Indonesian government to be in line with the values ​​of developed countries that are being fought for together for the good of Indonesia," concluded Minister Anas.
