Civil groups report Home Minister to ombudsman over interim regional heads

Three civil groups have alleged "maladministration" in the Home Minister's recent appointment of interim regional heads, citing several legal violations.

A

group of civil society organizations has reported Home Minister Tito Karnavian to the Indonesian Ombudsman, alleging maladministration in the recent appointment of interim regional heads.

The Commission for Missing Persons and Victims of Violence (Kontras), Indonesia Corruption Watch (ICW) and the Association for Elections and Democracy (Perludem) said in a statement that they had reported the home minister to the ombudsman because the process of appointing the interim regional heads was not conducted in a transparent, accountable and participatory manner.

In the statement published on the Kontras website on Friday, the group also said that the home minister had violated the established procedures and legal requirement for appointing interim regional heads.

“Among the [interim regional heads], we see that their appointment can potentially generate conflicts of interest and violate principles of professionalism that are inseparable from the principles of good governance,” the statement read.

“Some of the interim regional heads are currently holding two positions at once.”

The group’s statement alleged that the Home Minister had been neither transparent nor accountable in appointing the interim regional heads. In particular, it pointed out that the appointment of active members of the Indonesian Military (TNI) and the National Police as interim regional heads had violated the laws on the TNI, the National Police, the civil service and the regional elections, as well as at least two decisions from the Constitutional Court on appointing interim regional heads.
