Kompas.com reported that unregistered SIM cards would be blocked gradually. Starting March 1, the number will be unable to make outgoing calls or send text messages. After April 1, if the card is still not registered, the user will be unable to receive incoming calls and text messages, but will still be able to use internet data.

Cards that have not been registered by April 30 will be totally blocked on May 1. Meaning the card owner will be unable to use all services including sending/receiving calls and text messages, as well as using internet data. The blocked prepaid SIM cards, however, will still be able to send text messages to 4444, so they can still register.
Prepaid SIM cards can currently still be registered via text message, internet, or nearby network operator outlet. The following explains how Telkomsel, Smartfren, Tri, Indosat, XL and AXIS prepaid SIM card owners can register or repeat registration.
Telkomsel

If registration fails, users can repeat up to five times maximum. But if it fails all five times, instructions will be sent.
