ational Police chief Gen. Tito Karnavian on Monday appointed North Sumatra Police chief Insp. Gen. Rycko Amelza Dahniel to be the new headmaster of the Police Academy.

Rycko replaced Insp. Gen. Arnas Yusuf, who was terminated for being negligent in handling cases of violence involving students.

Tito said that he appointed Rycko because he received an Adhimakayasa Award — an annual award given to officers who displayed the best performances in three aspects, namely academic, physical and personal.

“Rycko performed well in North Sumatra. We need him to fix problems in the Police Academy,” he told reporters on Monday.

Tito added that he was still disappointed over a cadet at the Semarang Police Academy who died after allegedly being beaten by his seniors, a case that led to the termination of Arnas and some officials at the academy.

“Six month ago, I made warnings to stop the custom of beatings in the academy, but in fact they were still ongoing. The academy is a ‘kitchen’ that produces police leaders. We need a big change there,” he said.

Tito added that the hazing customs at the academy had no benefit at all, as they might cause victims to seek revenge on their juniors, or even on crime suspects and detainees.

A second-year cadet, identified as Second Brig. Mohammad Adam, was allegedly beaten by his seniors in May. He sustained injuries to his lungs, which led to his death. Fourteen cadets have been named suspects in the case. (yon)
