n a bid to help preserve local arts and culture, the regency administration of Malang is to build a museum on a plot of 1,000 square meters at the Singhasari Temple archeological compound in Klampok subdistrict, Singosari district.

Head of the regency's culture and tourism agency, Purnadi, said recently the planned development of the museum is meant as a long term measure especially following the disappearance of numerous high-value art and cultural artifacts.

"We used to have numerous artifacts of high value before the region was divided into the Malang regency and municipality. They all have gone now," Purnadi said.

He added that lack of a museum had caused the regency administration to ask the Kesambon Police to look after and keep an ancient stone statue of the Singhasari Kingdom.

The museum, he added, would not just be used to keep archeological artifacts but also other collections of art, cultural and educational items considered to have contributed to the development of the arts and culture in Malang.

Among the collections ready to display are included 75 wooden masks, a speciality of Malang, created by noted local mask maker Karimoen, aged 90, of Karangpandan sub-district, Pakisaji district. The masks, he added, described the characters of the Panji Asmorobangun 20th century folk story, used in the Malangan Mask Ballet.

The Cipta Karya and Spatial Planning Agency, he went on, would be responsible for the whole development of the physical building of the museum. The Culture and Tourism Agency would be the operator once the museum was ready to operate.

Purnadi said his agency had also been applying for the intellectual property rights covering 70 art and cultural artefacts reflecting Malang specialities via the Directorate General of Intellectual Property Rights.

He said these included masks, krucil puppet shows, traditional dances and Malangan wedding rituals.

"Doing so should prevent other parties from claiming these art genres and cultures as their own. From the creators' point of view, they will hopefully receive royalties once their creations are used by others," Purnadi said.

He added that the museum was also meant to prevent such claims being made by other parties or countries which had no rights to do so.

The fact that Malang region previously belonged to one administration but was now divided into three, Purnadi said, had also been taken into consideration. He therefore welcomed it if the other two municipalities took similar action to protect intellectual property rights of the same arts and cultural products.
