The Jakarta Building Supervision Agency (P2B) has sealed a Cikini, Central Jakarta, building undergoing construction, which is owned by the Jakarta State Administrative Court (PTUN), after finding that the building permit (IMB) was fake.
The head of the P2B's Central Jakarta office, Elizabeth Ratu Rante, said on Wednesday that the building had been sealed earlier this year after her office learned of the fake building permit.
She said the PTUN was now in the process of acquiring a valid IMB. 'The construction of the four-story building has been halted while we wait for the permit to be issued,' Elizabeth said.
She added that as the PTUN had not violated any other regulations, it could recommence the development once it had the permit.
According to Elizabeth, action was taken when she and her officials patrolled Cikini and discovered that the half-constructed building which will replace the current PTUN did not have a project information board.
'We then examined the building's status and learned that it did not have the permit,' she said.
She added that after summoning the owner of the building, he had produced the fake IMB obtained from a middleman.
Jakarta P2B head I Putu Ngurah Indiana said the agency had sealed hundreds of buildings over permits, but this was the first time a government building had been affected.
Putu said there was no reason for the PTUN to use a middleman to acquire the building permit. 'We prioritize the processing of government building permits because we know that their funds are bound to a particular fiscal year,' he said, adding that such buildings were not subject to permit fees.
Many developers and building owners are often reluctant to apply for building permits via official channels as the process is often slow and complex, leading many of them to use the services of middlemen.
The Jakarta administration has introduced various measures to simplify the process so as to encourage developers and building owners to comply with prevailing regulations. One of those efforts is the launch of an online IMB application system.
The Jakarta administration claims that the online system will shorten the process, maintaining that applicants will only have to wait between 14 and 20 working days to acquire the permit, depending on the type of building under development.
Applicants using the new online process need to submit their applications with the required accompanying documentation ' in digitized form ' on the website, dppb.jakarta.go.id. Each applicant then receives an account user name and password to enable them to monitor their application's progress.
The number of documents required for a building permit can reach to more than a dozen, particularly if the construction is on a sizeable plot of land or it affects the city's water system.
