Acting governor Basuki 'Ahok' Tjahaja Purnama has criticized Jakartans who neglect the environment by casually throwing trash wherever they please. He said littering was committed by people in all layers of society.
'Jakartans do not care and are ignorant. They do not feel guilty for littering. Those riding in luxury cars throw banana peels wherever they like,' he said during the planting of 55,000 seedlings in a mangrove forest area in Pantai Indah Kapuk, North Jakarta, on Sunday.

As the garbage collection system (an oxymoron) here in Medan is virtually nonexistent, just do as the locals do, keep it all in a plastic bin until Dad and Mum go to work in the morning, then Dad will stop the car on a bridge and Mum will throw the bag over the railing. See? No more garbage!

Criticizing individuals is one thing but he should be willing to take some criticism himself. There are just not enough rubbish bins in Jakarta and the availability is also not that great, not to mention those that are available are too small to cater to the vast amount and become full very quickly.
The service to clean and empty them is also not good enough. He is not talking about investing in infrastructure but blaming people for his shortcomings. Today he is complaining about throwing rubbish on the street.
When people start disposing of waste properly he will start complaining about individuals not recycling and mixing waste. First provide better services and opportunities and then complain.

Criticizing litter bugs won't help, fine them heavily, Rp 500,000 (US$41) when caught. That's the best thing, and reward people who report littering.

Fine and require them to do community work, cleaning public restrooms, etc. If they don't show up, put them in jail.
