Bandung to begin fining litterbugs on Monday

andung Mayor Ridwan Kamil said the city administration would start on Monday to hand out fines for littering perpetrated by either local residents or tourists.

He said the imposition of the fines was in accordance with Regional Regulation (Perda) No. 11/2005 on city order, cleanliness and beauty.

'€œOn Dec. 1, Perda No. 11, which imposes fines on litterbugs, will be put into effect,'€ said Ridwan as quoted by kompas.com in Bandung on Sunday.

The mayor said the fines would range from Rp 250,000 (US$20.4) to Rp 50 million. He asserted that anyone who disposed of trash, such as plastic bags and cigarette butts, in improper places would be fined between Rp 1 million to Rp 5 million.

Ridwan said that disposing of trash in water sources, such as the Cikapundung River, would attract heavier fines, reaching Rp 50 million. Sanctions would be also imposed on residents who did not have garbage bins at their houses, he added.

'€œResidents who don'€™t have garbage bins in front of their houses will be fined Rp 250,000,'€ said Ridwan.

It was further said that the Public Order Agency (Satpol PP) would be the primary enforcer of Perda No. 11 while residents would hopefully play a supporting role.

Earlier, Bandung Satpol PP'€™s head of enforcement, Teddy Wirakusumah, said that public order officers would be authorized to confiscate the identity cards (KTP) of violators and hold them until they settled their fines. Violators with light offenses could settle their cases in quick trials. All fines would be handed over to the city'€™s treasury.

'€œAll violators must settle fines to have their KTP returned. They can be imprisoned if they fail to pay the fines,'€ said Teddy. (dyl/ebf)(+++)
