Jakarta Financial Management Body (BPKD) head, Heru Budi Hartono, had previously revealed in early November that spending had only reached 31 percent, or Rp 22.5 trillion.
'The sharp increase is because the administration usually pays project contractors at the end of the year,' Heru said Tuesday.
He said the final budget absorption would be revealed on Dec. 31.
