lthough the Jakarta administration inaugurated thousands of new officials last week through an open recruitment system, the city's leap toward a better bureaucracy is far from over.
The city inaugurated last Friday 5,243 echelon II, III and IV officials, the result of a months-long recruitment process. Some officials were demoted or moved to other units, while others were promoted to higher ranks, based on test results and evaluations.
All newly inaugurated officials are expected to submit a proposal to Governor Basuki 'Ahok' Tjahaja Purnama highlighting their plans for the next three months.
'All officials must draft a proposal that specifies their aims for the next three months, what projects they want to carry out and what policies they want to implement. In three months, we will see what they were able to achieve,' Ahok told reporters at City Hall in Central Jakarta, on Monday.
Ahok said he had received proposals from the head of the newly formed Water Resources Agency, Agus Priyono, Bina Marga (Road) Agency head Yusmada Faizal and Housing Agency head Ika Lestari Aji, which he said were
'satisfactory'.
'I've received proposals from the Water Resources Agency and Bina Marga Agency. They have vowed to fix damaged roads and install sheet piles and water pumps. The Housing Agency also proposed to set up an autodebit payment system for rusunawa [low-cost apartments]. However, proposals are not enough. They must achieve their targets in three months,' Ahok said.
He went on to say that those who failed to achieve their targets within the given time would be demoted or transferred to other agencies. 'I want the officials to work quickly. We do not have time for delays,' he said.
Ahok also said he received reports from the Jakarta Inspectorate, headed by former Education Agency head Lasro Marbun, on the charging of illegal levies by newly inaugurated officials, specifically district and subdistrict heads.
'I don't care if they've only been in office for less than a month. If I find any officials extorting or asking for levies from staffers or residents, I will fire them immediately,' he said.
Separately, newly inaugurated Jakarta Employment Agency (BKD) head Agus Suradikin said his agency and the inspectorate would investigate the matter.
'Charging levies and extortion are 'sinful' violations. If we find officials guilty, they will be fired. They will no longer be civil servants,' Agus told reporters at his office at City Hall on Monday.
Agus said aside from the quarterly proposal, all officials were expected to submit daily, weekly and monthly reports under the TKD program, a bonus or penalty imposed based on performance.
'These reports will determine the amount of take-home pay they receive. They will receive extra pay for each report they submit and will be docked pay each time they fail to submit a report,' he said.
Agus said the reports must be uploaded online to the BKD's e-TKD website, bkd.jakarta.go.id/etkd.
'The reports will be checked every day by the officials' superiors. The reports can be accessed by all Jakarta officials and civil servants,' he said.
