"The measure needs to be taken to maintain education quality and to avoid manipulation," Nasir said in Gowa, South Sulawesi, on Friday.
By the end of 2014 there were 4,341 institutes of higher learning with 21,050 study programs, dominated by education and teaching (with 4,205 study programs), the minister said.
The ministry needed to control the study programs, said the minister.
"Programs no longer proven to be effective or efficient and longer in line with study purposes need to be shut down,' he said.
Nasir also said the current lecturer to student ration was 1: 400, which was far from ideal. "This has impacted education quality. We need to address the issue soon," he said as quoted by Antara news agency.
