he Jakarta administration and the Research and Technology and Higher Education Ministry has signed a memorandum of understanding (MoU) on cooperation in cattle breeding technology.

Previously, the ministry in cooperation with the Indonesian Institute of Sciences (LIPI) and private cattle-breeder PT Karya Anugerah Rumpin (KAR) reported a successful artificial insemination program for cattle that produced high-quality livestock.

Jakarta Governor Basuki '€œAhok'€ Tjahaja Purnama said that under the latest MoU with the ministry, the city would avail of the same technology in the cooperation on meat self-sufficiency with Kupang regency in East Nusa Tenggara (NTT).

'€œLIPI will help us implement this technology in NTT in order to develop cattle bred by local cattle breeders in Kupang,'€ Ahok said at a media conference at PT KAR headquarters in Rumpin in Bogor, West Java.

Last year, Jakarta signed two MoUs with the Kupang administration on cooperation in cattle breeding. In the MoU, Jakarta is set to help local cattle breeders in Kupang. NTT is one of the country'€™s largest suppliers of cattle, along with West Nusa Tenggara (NTB), South Sulawesi and East Java.

In the cooperation with Kupang, the Jakarta administration will be responsible for the investment, while city-owned firms PD Dharma Jaya and PD Pasar Jaya will be responsible for the business management. Dharma Jaya will be assigned to operate the slaughterhouse, while Pasar Jaya will be responsible for the distribution of the meat in Jakarta

Ahok went on to say that it was hoped that the technology would help Jakarta meet the demand for 50,000 tons of meat per year. The number, Ahok said, would continue to increase over the years and local slaughterhouses would not be able to keep up with the rising demand.

'€œIf this model succeeds in NTT, we hope to replicate it by cooperating with farmers in other areas as well,'€ Ahok said, adding that the city administration would also give a capital injection to Dharma Jaya with funds from the revised 2015 budget to support the new business in NTT.

Newly appointed Dharma Jaya president director Marina Ratna Dwi Kusuma said she was prepared to develop the previously ailing firm and vowed to do her best. She said that through the cooperation, cattle owned by breeders in Kupang would be artificially inseminated with prime cattle sperm or through in vitro fertilization with embryos supplied by LIPI and PT KAR.

'€œThe cattle breeders will also receive training and guidance from LIPI and KAR. This will take some time, but hopefully we will be able to meet demand for meat in Jakarta,'€ Marina said.

Meanwhile, Research and Technology and Higher Education Minister Muhammad Nasir said he appreciated the Jakarta administration'€™s commitment in helping the central government realize its plan for self-sufficiency in meat.

Nasir went on to say that the city administration should not seek gains from city-owned firms like Dharma Jaya as such firms were not profit orientated.

During the past few budget years, Dharma Jaya has not received funding from the administration because of its poor management and lack of contribution to city revenue.

'€œIn this case, Dharma Jaya has a bigger purpose than to merely seek profit. So, the city must let the firm develop and do its business. The issue of profit should come later,'€ Nasir said during the same occasion.
