As long as there is a lack of job opportunities and a high rate of urbanization into cities, not to mention bad cultural influences on our youngsters in the form of wanting to earn big money easily, begal will always exist.

This vermin needs to be hunted down and squashed like cockroaches. The police cannot do this as usually their members are involved. When money and drugs are involved, then you can guarantee the police will be big players. Public shaming needs to be introduced so this slime can be identified wherever they go. Catch them and smash them. No mercy.
