The Energy and Mineral Resources Ministry is set to issue a ministerial regulation on the revocation of non-clean and clear (non-CNC) mining licenses (IUP).
Director general for minerals and coal Bambang Gatot Ariyono said the move was in response to calls from the central government and local administrations to tidy up the sometimes-confusing mining-license system.
Citing official data, he said that as many as 3,960 IUPs had non-CNC status.
'We will discuss the unclean and unclear mining licenses with all provincial governors and with the police. The new regulation will provide guidance on how to revoke or cancel an IUP,' said Bambang in a press conference in Jakarta on Wednesday.
Currently, the ministry is restructuring IUPs. Of 10,364 IUPs , 3,960 are non-CNC and of those, 2,799 are mineral IUPs and 1,161 are coal. Meanwhile, 6,404 IUPs are recorded as having CNC status, comprising 3,941 mineral IUPs and 2,463 coal.
"Hopefully, this restructuring will be finished by the end of this year," Bambang said.
To gain CNC status, an IUP holder must ensure that its mining area does not overlap with other IUP holders' mining areas and ensure that all of its documents are in line with prevailing laws and regulations.
In addition, an IUP holder must meet certain technical requirements by submitting exploration reports, conducting feasibility studies and obtaining environment documents, as well as fulfilling fees and royalties obligations. (ebf)(+)
