he government should include a smart city master plan in its development road map to boost competitiveness in urban areas and support regional economic growth, says Bank Indonesia (BI) Governor Agus Martowardojo.

BI estimates that 75 percent of the Indonesian population will live in cities by 2035. Hence, urban development must be prepared to boost future economic growth, by developing a master plan on physical infrastructure, systems as well as budget allocation.

"It requires a master plan for the development of smart cities. Indonesia has a lot of prospective smart cities such as Balikpapan, Bontang and Banjarmasin in Kalimantan. While in Sulawesi, there is Makassar and Manado," Agus said in Jakarta on Thursday.

The master plan, he continued, should be included in the National Mid-Term Development Plan (RPJMN) 2015-2019. In the RPJMN, the government has created a road map for the development of seven metropolises, five new metropolises, 10 new cities, 20 autonomous cities and 39 new growth centers.

According to Agus, the development of smart cities would be more secure if it was included in the National Development Planning Board (Bappenas) road map, provided with a specific budget allocation and supported by the Communications and Information Ministry with IT resources.

"The main components of a smart city are not only a smart economy, but it must begin with smart living, smart people, smart mobility and smart governance," he added.

Trade Minister Thomas Lembong underlined that further coordination between government bodies was needed in developing smart cities. "We acknowledge the need for continuous coordination between ministries and agencies in data collection and sharing to make it useful for the public and policymakers as well as for entrepreneurs to develop digital applications," he said.

The Jakarta administration has launched a smart city concept to address existing urban problems. The six smart city visions in Jakarta are: smart living, including waste management; power supplies; water supplies; flood protection; community safety; and smart mobility.

Jakarta Governor Basuki “Ahok” Tjahaja Purnama added that smart city development in the capital aimed to provide a better standard of living for citizens and enable the government to improve its services. Hence, the Jakarta administration has also implemented smart governance, smart economy and smart people.

"So that Jakarta can become a city that provides services efficiently," he said. (ags)
