Bappenas reports on the localization of SDG targets mandate across Indonesia

ead of the National Development Planning Agency (Bappenas) and minister, Suharso Monoarfa, announced the mandated actions to implement the Sustainable Development Goals (SDGs) at the local level, as was outlined in the 2025 – 2045 National Long-term Development Plan.

The message was conveyed in an event that was a part of the High-Level Political Forum (HLPF) on Sustainable Development 2023, titled Driving Changes at the Local Level: Innovative Approaches to localize the SDGs at the United Nations Headquarters in New York, the United States, on Monday.

The implementation of the SDGs are outlined in the green economic growth work plan to achieve a more inclusive and sustainable economy. As of today, 32 provinces out of 38 in the country have implemented regional action plans for the SDGs as a road map for aligning regional development priorities with the SDGs and ensuring that no one is left behind.

"We realize that the successful implementation of SDGs requires a society approach with the active involvement of all community members at the national and regional levels. Localizing the SDGs is not only a means to achieve goals, but is an integral part of achieving the Visi Indonesia Emas [Golden Indonesia Vision] 2045 to become a developed, sovereign and sustainable country," said Minister Suharso.

Furthermore, Indonesian universities and academic institutions have contributed to the goal by collaborating with local governments through 39 SDG centers across the archipelago. An example is the Layanan Dokter Terbang (Flying Doctor Service) program that was implemented in North Kalimantan. The program was established to meet the health needs of people in areas that can only be accessed by air.

Another example is the Desa Mandiri Energi (Energy Independent Village) program in Central Java, which integrates the use of renewable energy sources and the Smart Farming Program through real-time monitoring using technology such as drones and crop condition predictions.

The local administration is tasked with regular monitoring, identifying gaps and making necessary adjustments to review the progress of the SDG implementation in respective areas. Local administrations are encouraged to promote accountability and transparency by reporting progress and involving local communities in the monitoring and evaluation process. This step is facilitated by the central government through the availability of data on the SDGs Dashboard, a digital visualization platform for monitoring and evaluating SDG achievements.

"We also encourage local administrations to be more innovative and take advantage of the potential of new technologies to overcome challenges. We believe that a bottom-up process involving all stakeholders that utilizes local resources, knowledge and expertise is an effective approach as a sustainable solution while promoting a sense of ownership,” concluded Minister Suharso.
