Advertising deals with the promotion of a certain product. To say that advertising is good or bad depends on the content and aim of a given example.

In a general sense, advertising can help contribute to the success of the company/industry, and if most companies/industries within a single country reaped success, then they would add to the country's wealth as a whole.

Your comments:

It is not just the concern about advertising per se, but rather, where the possible quality of the goods being advertised are questionable, and the quality of the advertising in Indonesia being pre-adolescent and unconnected with reality.

The supposed mind-set of the target audience is set at an extremely low level. I would not be convinced in any way by a single ad I've seen.

The words laughable, sad and ludicrous spring to mind. There has to be some truth in the ads.
