he Jakarta administration has been advised to revive the three-in-one car-pooling traffic policy before it introduces electronic road pricing (ERP), rather than the planned even-and-odd license plate traffic policy.
According to City Council Deputy Speaker Triwisaksana, three-in-one remains the best way of reducing traffic on the city's main thoroughfares, until ERP is implemented.
“The even-and-odd traffic policy will be hard to enforce because the police have to manually check all vehicles. It would be better to revive the three-in-one-policy,” Triwisaksana said as reported by kompas.com on Monday.
With the new system, whose trial wills start on Wednesday, only vehicles with even license plates will be allowed to drive on Jl. MH Thamrin, Jl. Sudirman, Jl. Gatot Subroto and Jl. Rasuna Said on even dates, the same applying for cars with odd-numbered licensed plates on odd-numbered dates, between 7 a.m. and 10 a.m. and 4 p.m. and 8 p.m.
Triwisaksana said that the policy was unfair for vehicle owners, who, while still having to pay full vehicle taxes, would be entitled to only half their rights.
He also questioned the capability of police officers and officers from the Jakarta Transportation Agency to monitor the license plates one by one given that the vehicles using Jakarta's streets number in the millions.
The policy, he argued, will be unsuccessful, as with the the attempts of the administration to crack down on private vehicles using Transjakarta bus lanes.
“Moreover, there hasn't been an increase in the number of Transjakarta buses to anticipate a possible jump in passenger numbers as a result of the policy,” he added. (bbn)
