Victoria state Police Minister Lisa Neville says there are no immediate reports of causalities. The plane crashed around 45 minutes before the mall in suburban Essendon was due to open on Tuesday.
Neville says the plane had taken off from Melbourne's second-biggest airport at Essendon on a chartered flight to King Island, 255 kilometers (160 miles) to the south.
The mall adjoins the airport.
Police and paramedics rushed to the crash site, where firefighters doused the flames.
The nearby Tullamarine and Calder freeways were closed. (dan)
