emerintah telah melonggarkan persyaratan tingkat kandungan dalam negeri (tkdn) untuk proyek tenaga surya yang dibiayai oleh investor asing. Langkah itu ditempuh sebagai upaya mempercepat pengembangan energi terbarukan di Indonesia dan meningkatkan industri panel surya dalam negeri.

Pada 7 Agustus, Rachmat Kaimuddin, wakil menteri untuk transportasi dan infrastruktur di Kantor Menteri Koordinator Bidang Kemaritiman dan Investasi, mengatakan bahwa keputusan tersebut akan membantu Indonesia membuka pendanaan dari mitra internasional untuk membangun pasokan energi terbarukan.

Rachmat mengatakan bahwa negara ini “tidak bisa menunggu sampai industri dalam negeri siap”.

Perubahan kebijakan, yang ditetapkan melalui Peraturan Menteri Energi dan Sumber Daya Mineral No. 11/2024, mulai berlaku pada 30 Juli.

Pasal 17 peraturan tersebut membebaskan proyek ketenagalistrikan dari aturan tkdn. Syaratnya, setidaknya 50 persen pendanaannya berasal dari pemberi pinjaman multilateral atau bilateral asing.

Pasal 19 memperbolehkan proyek PLTS menggunakan panel impor dengan persetujuan dari Kantor Menteri Koordinator Bidang Kemaritiman dan Investasi. Tetapi, pasal yang sama mewajibkan operator proyek untuk menandatangani perjanjian pembelian listrik sebelum akhir 2024 dan mengoperasikannya paling lambat pada paruh pertama 2026.
