Mereka takut sistem dwi fungsi angkata bersenjata akan kembali. Dwi fungsi ABRI merupakan pilar penting yang telah menopang Orde Baru Soeharto selama lebih dari tiga dekade.

Kalangan aktivis pro-demokrasi semakin cemas pada kondisi Indonesia. Mereka khawatir Indonesia bisa jadi tergelincir masuk kembali ke hari-hari gelap Orde Baru yang otoriter, seperti yang dipimpin mantan presiden Soeharto. Saat itu, Tentara Nasional Indonesia (TNI) mendominasi kehidupan publik. Hal itu kemungkinan terjadi lagi dengan adanya keputusan DPR untuk menentang oposisi publik dan mendorong undang-undang yang memperluas peran TNI dalam pemerintahan.

Pada Kamis 20 Maret, protes jalanan pecah di beberapa kota, tak lama setelah DPR meloloskan revisi yang kontroversial terhadap Undang-Undang Tentara Nasional Indonesia (TNI). Revisi itu akan mengalokasikan lebih banyak jabatan sipil untuk perwira militer.

DPR saat ini didominasi oleh partai-partai yang mendukung Presiden Prabowo Subianto sang mantan jenderal Angkatan Darat.

Ketegangan meningkat pada malam hari, saat para pengunjuk rasa bentrok dengan petugas keamanan di luar kompleks DPR Jakarta. Puluhan mahasiswa yang berusaha memaksa masuk melalui gerbang kompleks, ditahan oleh polisi yang menembakkan gas air mata dan meriam air untuk membubarkan massa.
