Lawmakers and government representatives have agreed that a sitting president appoint the chair of the propose Jakarta Agglomeration Council, after critics pointed out that the initial bill putting the vice president at its helm seemed accommodative of Jokowi's perceived dynastic interests.
olicymakers have agreed to scrap a provision in the proposed bill on Jakarta’s special administrative designation that aims to establish a new council headed by a sitting vice president to oversee urban development in the so-called Jakarta Agglomeration.
The House of Representatives and the government started deliberating the Jakarta special designation bill this week, seeking to pass the new legislation before President Joko “Jokowi” Widodo begins relocating the nation’s capital to Nusantara Capital City (IKN) in East Kalimantan.
The bill, drafted by lawmakers of House Commission II overseeing home affairs, seeks to redefine Jakarta’s status as a global city that serves as Indonesia’s economic center as well as an autonomous province within an expansive urban agglomeration.
The redefined administrative area encompasses Bogor regency and municipality, Bekasi regency and municipality, Cianjur regency and Depok municipality in West Java, as well as Tangerang regency and municipality and South Tangerang municipality in Banten.
One version of the bill stipulates forming a Jakarta Agglomeration Council to coordinate and oversee urban development projects managed by regional administrations in the Jakarta Agglomeration.
Lawmakers and the government agreed on Thursday that instead of the country’s vice president as stipulated in the bill’s initial draft, the president should appoint the council’s chair.
House Legislation Body (Baleg) chairman Supratman Andi Atgas said detailed provisions on the council’s function, as well as procedures for appointing its chair and members, would be regulated by a presidential decree.
