he construction of a 3-kilometer concrete barrier off the coast of Cilincing, North Jakarta, could cause significant ecological damage and threaten the livelihoods of local fishing communities, an environmental expert has warned.
Bogor Agricultural University’s (IPB) Center for Coastal and Marine Resources Studies (PKSPL) Head Yonvitner said the project risks polluting coastal waters, destroying marine habitats and reducing the fishing grounds available to local fishers.
“The environmental impact won’t be limited to the immediate area around the structure, it could spread to other coastal regions,” Yonvitner said on Thursday.
Yonvitner also pointed out critical weaknesses in the current approval process for marine spatial use, noting that it remains largely confined to Environmental Impact Assessments (Amdal). These assessments, he said, are insufficient for capturing the full scope of long-term risks, particularly those affecting coastal communities.
“So far, Amdal only projects potential environmental impacts, but it fails to account for long-term consequences such as income loss or the broader socioeconomic harm experienced by coastal residents,” he said.

He emphasized that if infrastructure development leads to the loss of fishing grounds or marine habitats, the newly developed area must provide equivalent ecological and economic value, especially for the affected local communities.
