T

he Riau Islands provincial administration has affirmed that the beacon tower construction project is continuing on Karang Singa, also known as Carter Rif, a small coral reef in Bintan regency, despite some technical constraints.

The national strategic project is deemed to be of high urgency, as the tower is not only a shipping navigational aid but also a symbol of state sovereignty in Indonesia’s maritime zone bordering Malaysia and Singapore.

Hendri Kurniadi, head of the Riau Islands Communications and Informatics Agency, said Bintan Regent Roby Kurniawan had presented a progress report on the beacon tower project on May 7, 2025, during a coordination meeting with Transmigration Minister Iftitah Sulaiman Suryanegara at the Bina Graha presidential building in Central Jakarta.

The meeting was also attended by AM Putranto, who was presidential chief of staff at the time.

“The Bintan regency administration has stated its commitment to support the central government’s strategic project, especially in regions that are economic and sovereignty hubs,” Hendri told The Jakarta Post on Friday.

The Karang Singa beacon tower is located some 3.70 nautical miles (6.85 kilometers) from Tanjung Sading in North Bintan district and directly borders Malaysia’s Johor state and Singapore, according to Hendri.

“The Karang Singa point is not merely for [maritime] navigation because it is in a busy international shipping lane but also a symbol of state sovereignty,” he added.
