Police traffic stops have long been plagued with kickbacks and violators who don’t think twice about offering officers a quick monetary bribe to avoid having to attend a court hearing over a ticket.

ncoming National Police chief Comr. Gen. Listyo Sigit Prabowo has unveiled a plan to gradually shift from conventional traffic ticketing to a fully digitalized system nationwide that he said would reduce traffic stops and eventually curb corrupt practices often associated with them.

It is part of his grand design to transform the police's strategy into a more transparent, “humane” approach; to modernize police technology and improve the police’s reputation.

The plan was first revealed during his confirmation hearing before lawmakers last week, during which he promised to address public criticism — ranging from allegations of rampant corruption to the excessive use of force — when he entered office as the new police chief.

“In the future, I hope officers will be put on the roads only to manage traffic and no longer ticket traffic violators on-site," Listyo said during the confirmation hearing, adding that he was confident that the Electronic Traffic Law Enforcement (ETLE) system would leave no room for corruption.

Police traffic stops have long been plagued with kickbacks and violators who don’t think twice about offering officers a quick monetary bribe to avoid having to attend a court hearing over a ticket. This is despite the police and a Coordinating Political, Legal and Security Affairs minister-led task force in charge of eradicating illegal levies, the Saber Pungli, running public campaigns and crackdowns.

National Police Commission (Kompolnas) member Poengki Indarti said the e-ticketing plan would help curb illegal levies and promote a more “humane” approach to law enforcement.
