Finance Ministry secretary-general proposes Rp 33.18t ceiling for 2025

The Finance Ministry secretary-general has proposed a Rp 33.18 trillion budget ceiling for 2025, including Rp 3.9 trillion for the LPDP.

inance Ministry Secretary-General Heru Pambudi proposed on Monday an indicative ceiling of Rp 33.18 trillion (US$2.03 billion) for its 2025 budget to the House of Representatives.

This figure includes Rp3.9 trillion allocated for the Endowment Fund for Education (LPDP). Excluding the LPDP, the proposed ceiling stands at Rp 29.2 trillion.

The largest portion of the budget, Rp 27.03 trillion, is earmarked for employee expenditures, covering salaries and performance allowances for 77,616 employees across 12 first-echelon units within the ministry.

"To successfully execute and administer all planned programs, we propose an indicative ceiling of Rp 33.18 trillion. Of this, Rp 27.03 trillion is for employee salaries and allowances," said Heru during a hearing with the House’s Commission XI, which oversees financial affairs, on Tuesday, as reported by Antara news agency.

The remaining budget is divided between goods expenditures at Rp 5.64 trillion and capital expenditures at Rp 502.33 billion.

Heru said the largest increase was in employee expenditures, amounting to Rp 2.24 trillion, followed by goods expenditures at Rp 754.45 billion. Meanwhile, the budget for capital expenditure was decreased by Rp 421.96 billion.

Heru explained that employee expenditure significantly increased due to salary adjustments for promotions, periodic increases and the addition of family members. Additionally, performance allowances would be adjusted in both structural and functional positions.
