ocal media outlets have begun engaging with tech giants such as Google, Meta and TikTok to forge business partnerships, following the release of technical guidelines on a rule that requires digital platforms to collaborate with news outlets through revenue sharing, data access or training programs, among other methods.

On March 10, a committee overseeing Presidential Regulation No. 32/2024 on publishers’ rights released guidelines on the implementation of rules designed to improve the sustainability of media outlets, including dispute resolution mechanisms between media firms and digital platforms.

While no financial benefits have taken shape yet, local media associations and the dedicated committee overseeing the regulation say they are “optimistic” that the discussions will be productive.

“This is a significant milestone in building a fair media ecosystem with digital platforms. These guidelines should be seen as a shared commitment to fostering sustainable, high-quality journalism,” said Deputy Communications and Digital Minister Nezar Patria at the launch of the guidelines.

Wahyu Dhyatmika, chairman of the Indonesian Cyber Media Association (AMSI), said that while some media firms had secured contracts with digital platforms, such as through the Google News Showcase, the deals had yet to produce the full financial benefits.

This was because the platforms had opted to wait for official guidelines before proceeding further with the news outlets.

“There is an understanding that the guidelines, which were launched two weeks ago, have met the platforms’ expectations […]. They have told us they will update us soon on the execution of these contracts. We remain optimistic that they will follow through [on their commitments],” he told The Jakarta Post on Wednesday.
