The policy is stipulated in Government Regulation No. 40/2025 on the National Energy Policy (KEN), signed by President Prabowo Subianto on Sept. 15.
PLN now holds the authority to conduct international electricity trading, signaling a strategic shift toward integrating Indonesia into the regional power grid, a concept long discussed but now gaining a legal footing.
According to the regulation, cross-border electricity exports are permitted to enhance the “efficiency, reliability, and security of energy supply.”

The regulation stipulates that such imports must be handled by state-owned enterprises (SOEs) or companies specifically appointed to represent the state.
“The export and import of energy sources in the form of electricity across borders is carried out by electricity companies owned by the exporting or importing countries or business entities appointed to represent the exporting or importing countries," states Article 26, Paragraph 3 of the regulation.
