he Energy and Mineral Resources Ministry has proposed increasing the national capacity quota for rooftop solar power plants by 400 megawatts this year. If approved by state electricity monopoly PLN, the total quota for 2026 would rise to around 1,400 MW.
The push for an expanded quota follows a period of significant growth in rooftop solar adoption in Indonesia.
Ministry data show that installed solar power capacity has surged 508-fold since 2018, reaching 772.98 MW from 11,392 units as of November last year. Household and industrial users account for the majority of adopters.
Energy Ministry renewables director general Eniya Listiani Dewi said on Thursday that the proposal for an additional 400 MW is still awaiting a response from PLN. She made the remarks after a hearing with House Commission XII, which oversees the energy sector.
“PLN is currently conducting further calculations regarding the distribution of locations and consumer sectors for the additional capacity before granting approval,” she said, as quoted by Tempo, adding that a formal response from the utility firm is expected once the assessment is completed.

The current regulatory framework for rooftop solar is Energy Ministry Regulation No. 2/2024, which introduced a provincial quota system to be applied over a five-year period. It replaced previous regulations that allowed households to install rooftop solar systems with capacity equal to their PLN electricity connections.
