VistaJet urges review of cabotage rules to boost business aviation sector

Indonesia also needs to improve its infrastructure, especially business jet terminals to attract more flights into the country.

ndonesia needs to revise its cabotage rule in business aviation to allow the sector to really take off, given the country’s great untapped potential in terms of territory, a leading private jet operator has said.

Cabotage refers to the requirement that an aircraft bear a specific country’s registration and flag to be able to pick up and drop off passengers within that country.

“The cabotage requirement forces a business jet to return empty to its base after dropping off passengers visiting Indonesia,” chief commercial officer of private jet operator VistaJet Ian Moore told The Jakarta Post during a one-on-one interview at the Hong Kong Business Aviation Center recently.

“Indonesia needs to improve its regulatory framework related to the cabotage principle.”

Flying from its country of origin, a foreign-registered aircraft cannot carry passengers from Jakarta to Makassar, for example. The passengers must use other means of transportation to get to Makassar. The aircraft must fly out empty to its country of origin, only to fly another empty flight to pick up the passengers who wish to return to their country of origin.

Moore said that while he understood the cabotage principle protected local operators, it was not efficient for foreign operators to have empty positioning flights.
