T Permodalan Nasional Madani (Persero), or PNM, has been designated as the proposer for productive presidential assistance (Banpres) for micro businesses impacted by the coronavirus. The disbursement process for this aid is considered lengthy.
Rahfie Syaefulshaaf, executive vice president of development and legal affairs at PT PNM, disclosed numerous complaints from prospective Banpres recipients about the protracted process.
"I acknowledge that the productive aid process is indeed lengthy. Currently, there are numerous complaints from the public asking why the Banpres has not reached them yet," Rahfie said during a virtual press conference on Oct. 7.
Rahfie explained that the lengthy process began with PNM sending data of aid recipients to the Cooperatives and Small and Medium Enterprises Ministry. The ministry then verified the eligibility of recipients, including their Indonesian citizenship and ownership of a productive business.
Afterward, the ministry handed the data over to Bank BNI. BNI subsequently returned the data to the ministry after verification.
"Once BNI has verified the data, it is handed back to [the Cooperatives and SMEs Ministry] to initiate the SIKP or the credit program information system through the Finance Ministry," Rahfie said.
The next step involved the Cooperatives and SMEs Ministry sending a payment order letter to the State Treasury Office (KPN) as the basis for issuing a letter of fund disbursement, he said. This letter also served as the basis for opening a recipient account or other government accounts.
"Following the issuance, it will be handed over to BNI for distribution to the recipients of social assistance proposed by PNM," Rahfie said.
Despite the lengthy process, Rahfie emphasized that Banpres was still being disbursed to recipients. He said that so far, 4,060,000 businesses had received Banpres.
"So the process is indeed lengthy, but God willing, with our intention to improve the welfare of the people, out of the 5.9 million [applicants], 4.6 million are currently in the process, and the rest will be disbursed later," Rahfie noted.
