Meski telah mendeklarasikan target ambisius menghentikan penggunaan batu bara dan melakukan transisi energi secara keseluruhan, pemerintahan Prabowo belum mengumumkan rencana revisi pada berbagai peraturan yang mendukung penggunaan batu bara di sektor kelistrikan Indonesia.

Pemerintah akan terus “memprioritaskan kepentingan dalam negeri” selama teknologi transisi energi masih mahal dan ekonomi Indonesia belum kuat. Hal itu dikatakan Menteri Energi dan Sumber Daya Mineral Bahlil Lahadalia dalam pidatonya di Indonesia Mining Summit.

“Kita setuju dengan [target emisi nol bersih] global, tetapi kita perlu menilai [kemampuan]; titik awal kita berbeda dengan titik awal negara-negara maju,” katanya.

Pernyataan serupa telah dibuat oleh pejabat tinggi di bawah kepemimpinan mantan presiden Joko “Jokowi” Widodo. Namun, hal itu bertentangan dengan keyakinan Presiden Prabowo Subianto tentang Indonesia yang akan berhasil mencapai emisi nol bersih pada 2050. Artinya, satu dekade lebih awal dari target sebelumnya.

Presiden juga menyampaikan dalam forum Kelompok 20 (G20) di Brasil pada 19 November lalu, bahwa Indonesia berencana menghentikan semua pembangkit listrik berbahan bakar batu bara dan bahan bakar fosil lainnya dalam 15 tahun ke depan. Bandingkan dengan target sebelumnya, yaitu pada 2056. Prabowo juga menyebutkan rencana membangun tambahan pembangkit listrik terbarukan berkapasitas 75 gigawatt dalam jangka waktu yang sama.
