The Corruption Eradication Commission (KPK) has warned public officials not to receive any Idul Fitri holiday bonuses (THR) from private parties, particularly since these bonuses have become a popular guise for corruption and bribery following a recent string of KPK arrests.

“The KPK, via the deputy for prevention and monitoring, has published a circular that warns of two things [civil servants should not do]. First, it is not permissible for civil servants to ask for gifts or gratuities from anyone, especially private parties," KPK deputy chairman Nurul Ghufron said on Sunday, as quoted by Tempo.co.
"Secondly, we have warned [civil servants] not to use this [Idul Fitri] momentum to make projects specifically for the purposes of [receiving THR],” Nurul said.
These warnings have been issued by the KPK in a circular signed last month and sent to all ministers, heads of state institutions, members of legislative institutions at national and local levels, local administrations and state- and region-owned companies.
The circular, as retrieved from the websites of several ministries, emphasizes that civil servants are not allowed to ask for THR from any entities, including from the public, other state bodies and private companies, noting that doing so implicates corruption. The circular also urges that should state bodies or civil servants receive gifts, in the form of food or other perishable goods, they are to immediately report to the KPK and to donate these gifts to charities instead. Heads of government bodies must also ban their civil servants from using state facilities for personal purposes.

Nurul’s statement came following the KPK arrest of Bandung Mayor Yana Mulyana on Friday on suspicion of accepting bribes. On Sunday, Yana and two officials of the city administration were named as suspects in the bribery case involving the botched procurement of the internet infrastructure for Bandung's Smart City project.
