While a regulation on performance bonuses has been signed, the Higher Education, Science and Technology Ministry says that the government may need longer time to disburse the money to lecturers with civil servant status across the country.
he Higher Education, Science and Technology Ministry has confirmed that President Prabowo Subianto has signed a long-awaited presidential regulation that will pave the way for the government to pay university lecturers their monthly performance allowances.
The regulation was signed on March 27, according to the ministry’s secretary-general Togar Simatupang. It lays out provisions mandating lecturers to have their allowances accounted for since January.
“The allowance isn’t only for lecturers [with civil servant status], but also for ministry employees,” Togar said on Monday, as quoted by kompas.id.
The regulation mandates different performance allowances to be disbursed for each lecturer, which will be based on their respective positions, on top of their monthly paycheck.
An assistant lecturer, for instance, will receive a monthly allowance of around Rp 5 million (US$295), while a lecturer will get Rp 8.7 million. A professor will receive close to Rp 20 million every month.
But Togar said it would still be a while until each lecturer with civil servants status received their allowances, as the ministry still needs to issue a ministerial regulation that will provide more details on the technical guidelines of the allowance disbursement, as well as the performance indicators for each lecturer.
The science ministry will also have to wait for the Finance Ministry to transfer the funding for the allowances, as well as state universities to provide lists of lecturers eligible for the performance bonuses.
