rosecutors in North Sumatra arrested former president director of state-owned plantation firm PT Perkebunan Nusantara (PTPN) 2 in 2020-2023, Irwan Perangin-angin, on Friday for his alleged involvement in a graft case for selling 8,077 hectares of state land to a private firm.

Irwan was the fourth suspect detained in a case of selling a plantation’s assets in Deli Serdang regency for the development of Citra Land housing estate. Prosecutors have recouped Rp 150 billion (US$8.98 million) of state losses from the housing estate developer, PT Deli Megapolitan Kawasan Residensial (DMKR).

North Sumatra High Prosecutor’s Office head of investigation section, Arif Kadarman, said that Irwan was arrested after investigators found sufficient evidence.

He said that Irwan had a role in the conversion of right-to-use (HGU) certificates to right-to-build (HGB) certificates for PT Nusa Dua Propertindo, a subsidiary of PTPN 2. The issuance was done without approval from the government, in this case the Finance Ministry.

The state loss occurred because, when the HGU certificates were converted into HGB, 20 percent of the total land being converted was not returned to the state as required. 

“The suspect’s action caused the state to lose 20 percent of its assets from the total area being converted from HGU to HGB,” Arif said at his office on Friday.

He added that prosecutors charged Irwan under the Law No. 31/1999 on Corruption Eradication.
