“The construction will begin in the first half of 2021. President Jokowi has asked us to finish the construction within three years, thus by 2024 [the construction] is expected to be completed,” he said.  

Currently, Angkasa Pura II is in the final process of deciding the winner of Terminal 4’s design tender, which will be announced later this year, he added. 

Several things need to be done in the 12-month period after the announcement, including completing the terminal’s conceptual design with Angkasa Pura II to accommodate inputs from various stakeholders such as airline operators, customs and excise officials and immigration experts. During this period, the airport operator will also decide whether the terminal will prioritize low-cost carriers (LCC) or full-service carriers. 

“It [the conceptual design] will be drafted together, it is not a one-party decision, so there won’t be any revisions in the future,” he said. 

Terminal 4 will sit on 130 hectares of land owned by Angkasa Pura II with an estimated investment of Rp 11 trillion (US$777 million). It is expected to have a capacity of 45 million passengers per year, larger than Soekarno-Hatta International Airport’s Terminal 3, which has a yearly capacity of 25 million passengers. 

Terminal 4 will be built in anticipation of a surge in international passengers. In 2018, the airport serviced 67 million passengers, an increase from 46 million in 2017. Awaluddin said the airport currently served 200,000 passengers daily with more than 1,000 airplane movements. 

The construction of Terminal 4 will follow smart mobility, smart environment and smart security concepts with self-check-in counters, self-baggage drop spots and full-body x-ray scanners.
